This contract agreement is to purchase pre-cast box culverts for the City's section of the Flying Fortress Parkway's Change of Access (COA) agreement for the Traffic Interchange (TI) currently being constructed. Due to the completion of the TI currently scheduled for late Summer 2026, the connection to Airway Avenue will need to be completed at that time. To meet this deadline and expedite the construction, procurement was completed for the pre-cast box culverts needed, opposed to pour in place once under contract for the construction of this project. The costs associated with this connection, including the pre-cast box culverts, will be funded with debt.  However, debt has yet to be issued for the project.  In order to cover the pre-cast box culverts' cost at this time, a one-time transfer from the Capital Projects Fund to the I-11 E. Kingman Connection Project Fund in the amount of $1,961,213.50 (plus tax) is necessary.  Once debt is issued, the Capital Projects Fund will be reimbursed in full. For additional information, a formal solicitation was issued for the culverts.  The only bidder was Forterra Pipe & Precast, LLC DBA Rinker Materials who met all of the requirements for the solicitation. Staff recommends approval.

The project went out to bid on October 13, 2025, and closed on December 4, 2025, with five bids received. Of the five bids, PAP, LLC was the lowest bidder with a total amount to reconstruct both roads at $314,192.90. Staff has verified the bid amount, the contractors license status, and recommends accepting the low bid and awarding the contract to PAP, LLC in the amount of $314,192.90.  Of that amount, $282,773.61 is grant funding, $10,500 is outside contributions, and $20,919.29 is the City's matching funding which will be paid with Industrial Park revenues within the Airport Grants Fund.
